I know mine does, and I remember people complaining about it shortly after they 1st came out. All the box pictures show him with black hair, but all the actual figures have silver, I believe. Incase you didn't realize, it's because he actually did have silver hair in the movie when he transformed, not black, so silver is more accurate for the toy.
