Mighty Muggs with Capes: Are they supposed to be loose?

So I just picked up a Dr Doom Mugg and after taking off the plastic wrapping around it's cape and attaching it onto Doom, I noticed it was kinda loose. Is this normal (including the other Muggs w/ capes like Vision or Darth Vader)?

And by loose, I mean the cape wiggles around when I move the figure (w/ a small gap between cape and "neck"), but comes short of actually detaching from Doom's collar when I life it up.

That's normal for mine. I know my Lando's won't even stay on unless it's posed right.
I see. I admit I'm pretty meticulous when it comes to these things, so I wanted to make sure it was normal. Thanks for your input.

Also, the cape kinda props up and tilts Doom forward a little. Is that normal? I've been messing around with it's placement to get him flat on his feet and was wondering if maybe the cape might "normalize" once it's been out of the box for awhile.
